P. P. Bellman was a prominent Brightonian writer during the Green Storm War. He was critically acclaimed in literary circles for writing several atheistic pop-up books targeted at toddlers. His works were praised by Cynthia Twite who described his writings as the "finest literature of our age" for under-five children.

He was present during the MoonFest celebrations at Lord Mayor Nimrod Pennyroyal's floating palace on Cloud 9. He was presumably taken captive by Green Storm forces following the Battle of Brighton. Bellman appears to be modelled after the realworld fantasy author Philip Pullman; best known for the His Dark Materials trilogy.
